Abstract

The rapid development of Artificial Intelligence (AI) has created new opportunities for governments to transform the way they communicate, deliver public information, and interact with citizens. Beyond its technological function, AI can serve as a strategic communication instrument that supports government responsiveness, transparency, accountability, and public trust. This study examines the role of AI as an instrument of strategic communication in the Indonesian government, with particular attention to transparency, responsiveness, and public trust. The study employs a qualitative approach through a literature review and document analysis. Relevant scholarly literature on strategic communication, AI in the public sector, government transparency, public trust, accountability, and AI ethics was reviewed to identify major concepts, developments, and research gaps. Government regulations, policy documents, and official publications were also analyzed to examine the normative and institutional context of AI utilization in Indonesia. The findings indicate that AI has significant potential to strengthen government communication by facilitating faster access to public information, improving interaction with citizens, and supporting more responsive public services. However, the effectiveness of AI as a strategic communication instrument depends not only on technological capability but also on transparency, explainability, human oversight, accountability, ethical governance, and the protection of citizens' rights. The study argues that the strategic use of AI in government communication should be positioned within a human-centered and accountable governance framework. Therefore, AI should not replace the communicative role of government institutions but should function as a supporting instrument for building transparent, responsive, credible, and trustworthy public communication.
