Digital transformation has changed the speed of information flows and requires public officials to communicate information, explain policies, and respond appropriately to public issues. The rapid dissemination of information through social media and online media increases communication risks that may affect public perceptions and the reputation of government institutions. This study aims to identify and synthesize communication risk management strategies for public officials in the digital era based on relevant literature, with attention to the stages of communication planning, delivery, monitoring, and response. The study employs a literature review approach by examining relevant scholarly articles and academic sources on government public communication, Government Public Relations, dialogic communication, crisis communication, and reputation management. The analysis was conducted thematically based on the stages of communication management and the types of risks that arise. The findings indicate that communication risks are associated with unclear messages, inaccurate information, delayed responses, weak coordination, lack of transparency, and messages that are inconsistent with the social context. Risk management needs to begin at the planning stage through information verification, internal coordination, channel selection, and public response mapping. The synthesis shows that communication risk management encompasses pre-communication, communication, and post-communication stages and requires strengthened communication protocols, public relations functions, media training, monitoring, and evaluation.
