Abstract

Digital transformation in the implementation of public services requires the government to present an effective, efficient, inclusive, and sustainable service system. Although the implementation of the Electronic-Based Government System (SPBE) has accelerated the digitalization of the bureaucracy, challenges in the form of digital literacy gaps, limited infrastructure, and unequal ownership of devices are still significant obstacles. This study aims to analyze the potential of SEMAR (Central Java Community Assistance System) as a self-service machine-based public service innovation that is integrated with the government administration system and adopts the principle of energy sustainability. The research method uses a descriptive qualitative approach with content analysis through a study of public service regulations, SPBE policies, and literature on smart governance and public service innovation. The results of the study show that SEMAR has the opportunity to improve the quality of services through expanding coverage, simplifying administrative processes, and increasing public access without relying entirely on personal digital devices. However, the successful implementation of SEMAR requires infrastructure readiness, data system integration, institutional support, and human resource capacity building. Thus, SEMAR can be an alternative model of public services that combines the principles  of smart governance, ease of access, and sustainability in the digital governance ecosystem.
